Do Maggie Harris and Morgan Stables stack?

If I run the Maggie Harris job on a horse that costs 2 or more ghost rock, does that horse cost 2 less or only 1 less?

Morgan Stables text: “Reduce the cost of the first Horse you play each turn by 1 ghost rock.”
Maggie Harris text: “Mark your home. If successful, search your discard pile for a Horse and attach it to any one of your dudes, reducing its cost by 1.”

My impression was that it would be 2 less, but last year’s GenCon tournament had a ruling that it would only be 1 less (due to concerns about Calling the Cavalry).

Neither effect applies any minimum cost, so they can stack to give a discount of 2 ghost rock on a Horse.

Maggie says “attach” a horse though, not “play”. If the above ruling is correct, does that mean that Morgan Stables also stacks with General Store, Doomsday Supply, A Piece of the Action, F-1 Burch, and Long Strides Ranch?

Yes, it does.

From the Compendium-

Some card effects let you bring another card into play. When using one of these effects, the new card enters play following these same rules, depending on its type. The costs of the new card must still be paid, so if you can’t pay those costs, you can’t attempt to bring it into play. If that new card is a goods or spell, a dude can attach it even when booted and/or in a location you don’t control. Dudes still can’t take anything that they aren’t allowed to carry.

And the referred rules for Goods-

Attach the card to one of your unbooted dudes at a location you control (the dude must be able to attach that card). The card sticks with them. A dude can usually carry any number of goods, but can only ever have one Horse and one Weapon at a time. After you attach a new Weapon (or Horse) to a dude that already has one, you must discard the old one. There are a few goods cards that attach to deeds rather than dudes; these are clearly noted on the cards themselves.
