Phantom Fingers & The Golden Rule

Noon/Shootout Hex 6, Boot: Choose a goods card attached to an opposing dude in this or an adjacent location. Boot it, and it loses all traits, abilities, and bullet bonuses. If it’s Mystical or a Gadget, draw a card.

Shootout abilities can also only affect dudes or their attached cards if they are in a posse, unless that ability would bring a card into a posse.

Golden Rule
Whenever a card seems to contradict the rules, the card text is always right. However, when one card says you “can” do something, and another card says you “cannot” do something, the one that says you “cannot” always takes priority.

Would The Golden Rule allow Phantom Fingers to affect a goods attached to a dude at same or adjacent location that is not in the shootout since it gives explicit instruction of what it is allowed to target?

“Some cards, such as Phantom Fingers, feature abilities that can be activated as either a Noon or Shootout play. When these abilities are used during shootouts, they are bound by the normal rule that they can only affect cards in the shootout (unless bringing a card into the shootout), unless the ability explicitly states that it overrides that restriction (as seen on Grim Servant o’ Death). For example, in the case of Phantom Fingers, it can still target a goods in the same or an adjacent location when used as a shootout play, but that goods must be in the shootout.”
