Attachment via card effect can be to anyone (so General Store can stick a goods onto any dude, anywhere, even if they’re booted, including gadgets). This applies to Maggie job.

You still need to invent a gadget, but any mad scientist could do so, at any location.

Does William Specks allow you to play a gadget onto a non mad scientist dude, anywhere, similar to General Store?

Hello.

William Specks doesn’t attach a Gadget, he provides an opportunity to invent a Gadget.
You’ll still need a Mad Scientist to do the inventing, and they’ll attach the goods as usual.

The ‘attachment by card effect’ comment applies to cards that use attach, like-

  • If successful, search your discard pile for a Horse and attach it to any one of your dudes…
    -Janosz invents that card without booting, reducing its cost by 2. If successful, attach it to any of your dudes…
    -You may attach a non-Unique, non-Gadget goods from your hand or discard pile to one of your dudes at…
