We have a ruling when it comes to horses leaving/entering during resolutions:

But what about as a react before taking casualties? Do they not count, because they are not joining during the Reveal and Resolve phase?

React, Boot: Before you assign casualties, this dude joins your posse booted (moving if necessary). React abilities cannot increase casualties this round.
