I would like to confirm that if I reveal Hand Rank 3, Inner Struggle makes it in fact Hand Rank 2 and I may spend to match my opponent’s hand rank. The alternative is that I reveal Hand Rank 3, spend up to my opponent, and Inner Struggle makes it Opponent’s Hand Rank minus one.
