And then my opponent hard-casts Cheatin’ Varmint to give me -2 hand rank…

Is my hand rank now 11 or 9?

The note on Magical Distraction that a Hand Rank can not go above 11 is Reminder Text. Your hand Rank would be 13 for purposes of calculating modifiers, and in the scenario above, thus result in a final hand rank of 11.
