Nightmare Realm and timing

Shootout Hex 3, Boot: Choose an opposing dude. That dude cannot leave the shootout this round. Each round before shooters are declared, give that dude -1 bullets and -1 value. Give your dude +1 bullets

Just want to be perfectly clear about Nightmare Realm and the timing. Is “before shooters are declared” intended to be between Shootout plays and pick ya shooter or is it happening during the shootout step. Can you use the value swing of both +1 and -1 when calculating for a Shotgun in round 1 fx?

Nightmare Realm’s movement prevention and +1 bullet effects are applied on successfully casting the hex. The pending effect of bullet and value reduction effect is applied to the target at the same time, but only actually triggers after Shootout plays have all been completed each round, before Shooters are chosen.

Short answer- no, you can’t use both modifiers in round 1 to use a Shotgun. (you can use the +1 bullet part).
Long answer- noooooooooooooooooooooooooooooooooooo, you can’t use both modifiers in round 1 to use a Shotgun. (you can use the +1 bullet part).

Forkbanger has it on all points. A way to think about “before” in this game is to treat it as “immediately before.” And not a second sooner.
