Can QUATERMAN use Outgunned?

Hello,

QUATERMAN says:
“QUATERMAN’s bullets cannot be modified except by attached goods. Cards cannot move or boot QUATERMAN.”

Outgunned says:
“If your posse has a higher total bullet rating than the opposing posse, boot your shooter to increase your hand rank by two.”

I think that me, as the player, can boot QUATERMAN to pay the cost of Outgunned. My logic is that since Outgunned is not doing the booting, it means that QUATERMAN’s restriction doesn’t apply.

Is my interpretation correct?

Outgunned is what allows you to boot your shooter. Therefore Quaterman cannot boot for Outgunned.
If a card says boot, Quaterman cannot be one to do so.
