If I play Good Stiff Drink on Chief Stephen Seven-Eagles and then Unboot him (ex. Fire of Nanahbozho) and use his ability a second time is he now worth 2 x number of attached cards or does his ability set his control points to that number and multiple uses do nothing.
If b) does his ability then set it to that number regardless of any permanent CP he has, potentially decreasing his CP?

Noon, Boot: While at the town square, Chief Stephen is worth 1 control point for each card attached to deeds you control.
You’ll notice he’s worded in the same way as Lawrence Blackwood, who’s clarified in the Compendium as increasing his control points. All dudes with that wording (Lawrence, Chief Stevie, Old Man McDroste, and Max Baine) will work in the same way, as an increase to their control points- it’s in the next Compendium update.
To actually answer your question-
Chief Stephen will be worth +X control points, twice, where X is the number of cards attached to deeds that you control.
