Curse of Failure and Jia Mein exp - is he a stud during the job?

Jia Mein exp: Noon: Play a Condition Noon action, reducing its cost by 2, to make Jia a stud.
Curse of Failure is a Condition Noon job.

Rules say:
One play you can make is to use a Noon ability on an action card in your play hand or printed on one of your cards in play (like a deed, dude, goods, or spell). To do so, declare the ability, pay any costs, meet any requirements if necessary, and resolve its effects.

This appears to me to indicate that “Play” is only complete when the card effects have been resolved. However it feels like "Play"ing a card is just taking it from my hand and putting it on the table (the “declare” part). Did that make sense? Asking for clarification.

He is a stud for condition jobs when using his noon ability to reduce their cost as well.

It’s because you just have to play the card. It isnt “after” the play or “when you complete a noon action” as some other cards say. (Like stables)
