Elk's Protection recipient may be anywhere?

As the title. Can a Shaman at the Deed which Elk’s Protection is attached to use the Noon or Shootout ability to target a Dude not also at that Deed?

Elk’s Protection
Can only attach to a deed.
Noon Spirit 8, Boot: Choose a dude without a Weapon. That dude has +X bullets. X is this deed’s printed production.
Shootout Spirit 8, Boot: Choose a dude without a We3apon. That dude has +X bullets. X is this deed’s printed production.

I think the answer to “Noon” is “yes” and “Shootout” is “no” due to specific wording regarding the latter about only being able to use Shootout-joining Actions from outside - But I’m pretty sure there is not a similar proscription for Noon Actions…

You are correct; the Noon is global and Shootout is shootout only, at that location. I have brought this to the attention of Rules Team and will follow up if there is further clarity to provide or reversal.
