In the new reveal of O4B cards: http://pineboxentertainment.com/2019/04/26/outlaws-in-out-for-blood/

we got to see Test of Wills which has the React: After posses are formed, if your posse has more total bullets than the opposing posse, Shootout plays cannot cause dudes to join posses or cause dudes to leave the shootout.

The reveal gives some ideas to use this card and says this:
On top of those beautiful ideas, the react is the perfect style to stop Pistol Whip, Carter’s Bounties, and even Willa Mae McGowan!

Would this card work for Willa Mae? She has a resolution ability not a shootout play, so I would think that this does not apply to her. Or are resolutions considered a type of shootout play?

I think you are right and it doesn’t work.
