Cpt. Dunzo — 12/11/2022 8:22 PM For Vodacce, can Vittoria use her reaction with no thugs in hand or at her location to just dip out? Can you opt not to play a thug and still move her home.

Revisiting for updated card text.
After using Vittoria’s reaction, it is an optional cost of putting a thug into play. The reaction may still be used for the effect provided Vittoria’s controller does control a thug in play at her location location to target.
