When does the 1st turn start?

Figured this was worth an official ask, since I couldn’t find it.
It’s possible to make a Mad Science pull during
grifting by using Ol’ Howard to grab a Secured Stockyard, and while forming your Starting posse with Lucky or Post-a-tron.
Are forming your opening posse and grifting considered part of turn 1? (Asking for both windows individually to prevent follow ups.)
Specifically, if I need to use Roe (or a potential future dude that has an ability that doesn’t require booting), is his ability considered used when the 1st turn starts proper?

I’m sufficiently uncertain that it’s worth checking this. Are you able to use the Morgan Gadgetorium React ability when you pull to invent a POST-A-TRON in your starting posse?
