When we ace harrowed dudes with cards effects they get discarded instead. Can I use No Turning Back on harrowed dudes for its effect? ( I think that we had an old ruling on this one that said we can, but I didn’t find it in the compedium)

Ruling remains as before. Short answer, yes.
Per compendium entry under Harrowed:
If a Harrowed dude in play gets aced by a card effect (but not through being aced to cover
casualties in a shootout), discard that dude instead of acing them.
The cost is paid and Harrowed results in Dude being discarded instead of aced.
